Before Iran: Which other teams declined to play in the World Cup?

The situation of the Iran national football team has created uncertainty ahead of the 2026 FIFA World Cup. There are still many doubts about its participation, but if it is decided that it will not be part of the tournament, it will join a small group of countries that have declined to participate in a World Cup after qualifying.

The reasons vary, from political conflicts to institutional decisions or economic problems, but all of them led FIFA to reorganize the competition.

Teams that have declined to play in a World Cup

In fact, before Iran, it all began at the 1934 World Cup, where the reigning champions, Uruguay, refused to travel to Europe for the second edition of the tournament because they had not participated in the first tournament on their territory.

Austria joins this list, but for other more complex reasons, as it had qualified for the 1938 World Cup in France but ultimately did not participate after the country’s annexation by Nazi Germany in the so-called Anschluss.

The absence of Argentina was also felt at that World Cup, as they refused to play in protest against the organization since the competition was held in Europe for two consecutive editions (previously Italy 1934) when South America expected a rotation of continents.

Then, at the 1950 World Cup in Brazil, one of the most memorable cases occurred. India had qualified, but there are two versions of why they were absent: one claims that FIFA’s decision to ban them from playing barefoot was the main reason, while others claim that the federation decided not to travel due to the high cost of transportation and their intention to prioritize the 1952 Olympic Games. But they were not the only ones absent from this World Cup.

The Scottish Football Association (SFA) had stipulated that the team would only participate in the World Cup if it won the British Championship. Despite failing to do so and even though Scotland had already qualified, they did not attend. Turkey, which was participating in Germany’s place after being excluded from international competitions due to World War II, also did not travel due to the economic and logistical costs involved in the trip.

Another of the most curious cases was that of Colombia. The South American team withdrew from the 1986 World Cup in Mexico, which they were originally going to host and had therefore qualified for. After their withdrawal in 1982 due to an economic crisis, high infrastructure costs, and national security issues linked to drug trafficking, the tournament was moved to Mexico.

These historical cases were mentioned again following uncertainty over Iran’s participation in the 2026 World Cup due to the current political and diplomatic situation. If Iran is ultimately unable to compete in the tournament, it will join these teams and go down in history as one of the most striking episodes in decades in the organization of soccer’s most important tournament.
