Quinshon Judkins’ rookie deal in limbo as Browns weigh risks of NFL investigation

Cleveland Browns running back Quinshon Judkins may still face disciplinary action from the NFL, despite authorities deciding not to press criminal charges in relation to recent allegations of domestic violence.

The 36th overall pick in the 2025 NFL Draft has yet to finalize a contract with the team, as both the Browns and the league navigate the implications of the ongoing situation.

ESPN’s Adam Schefter reported that contract negotiations remain unresolved, likely pending the conclusion of the NFL’s internal review. Although criminal proceedings have ended, the league operates under a separate standard of proof and retains the authority to impose sanctions under its Personal Conduct Policy.

If the alleged victim participates in the league’s investigation, the NFL could determine that Judkins violated its rules and enforce a suspension, independent of legal outcomes.

The case also has significant implications for Judkins’ rookie contract. Players selected near his draft position typically receive fully guaranteed deals. However, the Browns may seek to include specific protections in a potential contract due to the post-draft allegations.

These protections could account for possible disciplinary action, allowing the team to mitigate financial and roster risks while still adhering to league guidelines.

Judkins’ options are limited. Choosing to delay signing and re-enter the draft would be his primary means of maintaining leverage, though this carries considerable professional risk. If a contract is not finalized this year, questions arise regarding whether any potential suspension would apply to games missed in 2025 or be deferred to a subsequent season.

The situation is highly unusual, as most rookies complete contract negotiations and address league disciplinary matters before the start of their first season.

NFL investigation process

The NFL’s approach to off-field conduct involves a comprehensive internal review that can result in discipline even when criminal charges are not pursued. Investigations may include interviews with all parties involved, examination of evidence, and consultation with league officials to determine whether the Personal Conduct Policy has been violated.

This dual-track system-legal and league oversight-ensures that players are held accountable for behavior that may not meet criminal standards but is considered inconsistent with the NFL’s expectations.

For the Browns, balancing the team’s on-field plans with adherence to league policies is a priority. As a high-profile rookie, Judkins’ participation is expected to play a key role in the team’s backfield rotation and offensive strategy. Any suspension or delay in signing could affect roster depth and overall preparation for the 2025 season. The organization must manage these factors while maintaining compliance with league rules and demonstrating accountability to players, fans, and sponsors.

As the investigation unfolds, Judkins’ situation highlights the complexities of NFL discipline and contract negotiations in cases involving off-field allegations. While the absence of criminal charges provides legal relief, the league’s internal process ensures that potential consequences remain a significant consideration. Both the Browns and the player are navigating an uncommon scenario as they work toward a resolution before the season begins.
